I have currently purchased Morrowind : Elder scrolls 3 and installed it fine but when I came to launch the game I got the message that I was required to increase my color settings to 32-Bit True Color problem is the maximum I can get up to on my system is 24-Bit True Colour what is it exactly that I need to find a solution to this problem I have that weird feeling I need to purchase a better graphics card?!? Or update a device driver?

Yeah, probably a new video card is required. What card do you have?? A cheap Geforce 2 or 4MX will display 32bit just fine.
