Well the problem is mate there are lots of errors with the centropy SVCD encoding wise. I have encoded part 2 and 3 succesfully and all in sync but my part 1 is totally dead to re-encoding so if you have 3 ok disks this is how to do it.
encode each part seperate so you can idetify if you have a problem mpg.
you will need DVD2AVI as the best method is to encode to AVI first at same res 480*576 and bit rate 2.5Mbps. encode to RGB for best qulaity and place the encoder setting on slowest - make sure you have divx5 as 4 sucks quality wise !
then after you have converted each part succesfully you will find that you have an MPA file and an AVI file for each part load them into TMPgenc as you would normally to re-encode then set up your DVD template and encode each one for best quality use slowest setting....takes ages but worth it.
After you have done each file then test them with WINDVD or media player to see if all 3 are in sync then finally if they are join them using TMPGenc.
Job done !

way i did this as my first svcd to dvdr, was use vcd gear to rip the files from the cue/bin with fix Mpeg errors checked. then re-encod using tmpg using there dvdpal template. the merge in tmpg once done. then drop into spruce up worked a treat :)

I TRIED TMPGenc. BUT IT WONT READ ONE OF THE AVI FILES, IS SAYS ERROR FORMAT NO SUPPORTED. THE OTHER AVI FILE WAS ENCODED TO MPGE1......
