What about using tracert (traceroute)? Does that show any problems? The default windows traceroute program is crap, so try something from here: http://www.webattack.com/Freeware/network/fwtraceroute.shtml I like the 5th one down, small and simple.

Its probably just a routing problem, either a router failure or routing loop.
