Is it MS Office 97/ 2000/ XP ?
You need proper plugin to convert Works Spreadsheet to any of MS Office format. I am not sure but you can try adding a component to your existing Office Installation using Office Installation CD. Go to Control Panel -> Add Remove Programs -> Select Office and hit Add/ Remove. It will then give you an option to add / Repair/ Remove Office. Hit Add Component and select Customized Installation (setup).
HTH !!

If you want it to be a excel file, save it as .xls
If you want it to be a word file, save it as .doc, .rtf or even .txt (.txt will open in Notepad)
.doc is word`s native format.

I'm running XP and receive quite a few xlr files. If I just change the extension from xlr to xls, they open without any problems.
