Hey guys. I got two GTA3 files, first CD I burned without any problems using Nero. But when I extracted 2nd CD files it just had one .bin file in it, no .cue file. I created my "custom" .cue file that looked like this
FILE "DEV-GT3P" BINARY
TRACK 01 MODE1/2352
INDEX 01 00:00:00
(I took another .cue file and just changed filename) but when i was trying to load that with Nero it gave an error opening file and said that there's an error in line 2 of the .cue
I wonder if there's any other ways to burn .bin without .cue. please help.

You forgot the file extension on the image. Should be DEV-GT3P.BIN as shown below.

TRACK 01 MODE1/2352
INDEX 01 00:00:00

Oh geez, I feel so stupid, thanks man Im gonna try again. Is the reason why game doesnt load of just one CD is because i dont got second one yet?

Yeah you need CD2 in order to play the game.
