hi all i like to watch my vcds on the tv but i think the tv out on graphic cards aint much cop got gforce 3 ti 200 but it would be nice to get the full picture without the black border all around the screen.so what is the best card for tv out.cheers

You could try using TV Tool with your existing card.
I would have to say that Matrox cards have the best TV out with ATI coming in second... But that's just my opinion.
That said, I'm moving this to consumer's opinion.

As celtic_druid said, you TV-Tool if you've got an nvidia card. It's great and allows you to resize and move the video screen to your liking.
As for the best TV-out, it has to be ATI. There's a tool that allows you to move the screen around, adjust the sharpness, output either NTSC or PAL, color, contrast, overlay settings, flicker removal, rotation of screen. And best of all, there's a theater mode that outputs any overlay on the screen to a secondary monitor at full screen automatically.
