Within Windows Explorer able to copy files from A:/ to C:/ no problem (drag & Drop / Cut & Paste - whatever).......

unless the file is a .EXE or .DLL then :

"This operation has been cancelled due to restrictions in effect on this computer"

Is your computer on a network? You could always copy the files from dos:
copy [file location] [file destination]

It's a standalone puter.

We have ways of moving the files around as you say but nothing in Policy Editor seems to cover this area :(

Hmmm, it sounds like this is your work puter, right?
One way to get around it might be to zip the files, move them, and unzip them. I am not sure that it will work, but if you can move zip files, it will. :)

Actually it's the Boss's PC at home that he has stuffed somehow :)

We can zip the files as you say and move them around that way - no probs.

I just can't find any suitable policy references under HKEY_CURRENT_USER/Software/Microsoft/Windows/Current Version/Policies/Explorer that ring any bells to fix this.

But that error message surely must point to a policy setting that restricts these type of files - I think.

Just a thought sir, but it may be restrictions on the files themselves
i.e copied on with admin rights and only administrator has access to do anything to them
