Go to Device Manager to see if there are any conflicts (yellow ! next to any device).

I've had that happen to me before.
The lens *might* be dirty. It's worth cleaning it with a lens cleaning kit.
Also, try opening My Computer THEN insert the CD. That worked for me for some reason. It's also worth updating your drivers.

Go here:http://cdmediaworld.com/hardware/cdrom/cd_utils_5.shtml
DL the ASPI Check/Update, maybe your ASPIs are corrupt, or missing. Run the ASPI Check, that will tell you if all is well, or not.

Just because something worked yesterday doesn't mean it won't malfunction today. It's not like you're suppose to get a warning before things break.
Try the things suggested by the other's, check the cables, clean the lens, and update the drivers. (although updating the APSI drivers usually has little affect on the ability of a IDE CD-ROM to read, Win98 can in fact access and read an IDE CD-ROM without an ASPI layer installed. Writing\recording is when the APSI layer usually matters.).
Since both drives went out at the same time it's a high probablity that either the cable is loose or defective or your IDE port has gone out.
