Is it true that u can download from an ftp to another ftp as its faster then downloading the files. I wanted some files from someone and they said that they will send it over ftp to my ftp as its faster than downloading them. Can this be done.

It is true, and it is called fxp, you will need a program that can do that (I suggest flashfxp (http://www.flashfxp.com/)) and both ftps have to support fxp.
Unfortunately I don't have a link with more info for you at hand, but if you go to your favourite searching engine and put in 'fxp' and 'faq' or something, I am sure it will come up with a lot of information.

If it is your FTP on your PC, then it ain't going to be any quicker. The idea is to use two remote servers, then you are not relying on your connection.
Also not all ftp servers are FXPable.
