What program would I use to compress. WAV to. MP3 making the MP3 smallest file size...

Try dBPowerAMP from www.dbpoweramp.com (use the LAME encoder). However, the smaller the size of the MP3 the lower the quality.
You will not want to convert to MP3s with anything lower than 128 kbs unless you are using it for web content. This will reduce the wave file to 10% of it's original file. You will get better results by using about 192 kbs or even higher. Even at 256 kbs you will get a file 20% the size of the original wave. I find 192 kbs sufficient for most MP3s but if you really need to conserve disk space or for a portable player with limited storage, try 128 kbs to 160 kbs.
