As far as I know there is no reason why they couldn't be. However I don't know why anyone would author a region specific disc.

I think by default they are whatever region you live in. I could be wrong though. I think that is all dependant on the authorning program you use.

most software u buy makes the region 0 (region free) but the expensive software (DVD Maestro etc) gives you a choice as to the region you want to encode it as. most ppl selling on here do them as region0, they normally tell you if it is something else

If you are referring to blank DVD-R then there is No regional encoding unless when the disc is burnt you choose to put a Region code on it, as it is justa blank discs after all.
