I use shuffler convertor. It changes your mp3's to wavs and vice versa. There are a lot of convertors available free. Try
http://tucows.com/ and search for MP3 to Wav, you'll get a few there.

I thing you will want wave to MP3 or a CD ripper/extractor. What exactly do you mean by audio to MP3? If you're refering to files, MP3 is an audio file type, do you mean from wave audio file to Mp3 audio file (this is MP3 encoding)? If you mean from an Audio Cd to MP3 this is done by an extractor/ripper. In either case try the freeware dBPowerAMP from www.dbpoweramp.com

Try CDex at http://www.cdex.n3.net/ .

For best result, choose LAME codec. The bitrates will depend on your taste and preferences. Min of 128kbps will keep the MP3 files small in size and qual close to that of CD. 320kbps will make MP3s larger but better qual. (The higher the bitrate, the bigger and higher qual the MP3s will be).
