You need to convert the AVI file to a quicktime first then use iMovie or Final Cut Pro to convert the quicktime to an MPEG and drop it in toast titanium for a VCD burn.

The tool for the conversion is literally called "AVI ==> Quicktime"

and can be found via HL or any freeware sites over the web. Do a search on a good search engine. I recommend Google.com.
