So...is it the bottom two "pads" for the 4034 jumper that you have to solder?

I see 3 pads....but in the pics it looks like they only soldered one.

Yes the bottom two pads are for 4034, you are correct.

Also you might want to check for points you accidently crossed, wires incorrectly connected, cold solder joints, or solder splashes. A multi meter is a great tool to use to check all your connections.
