Is $280 a good price for Xbox Premodded with Evo-X 2.2?

Is the Evo-X 2.2 the best mod chip out there or should I wait?

I am interested in using the Evox software like FTP and so forth, can I do this with other mod chips?

Do I flash the bios with just inserting a cd? Why would I even need to flash the bios?
