i just put a 20 gig hd in and it only shows up 11g's

It might have two partition on it which one of them is not formated so its not showing up, check it with (fdisk /status) command from the dos prompt.

What does the BIOS see it as?? If it only sees 11GB then the problem is with the mainboard. In which case check with the manufacturers website for BIOS updates.
If the BIOS sees the full size, then yes, it probably has 2 partitions, one of which has not been formatted.
