Nero will work. In fact almost any CD copier will work with Saturn games.

You can write your own Cue file for CDRWIN. Below is a partial example for Saturn Bomberman. The first section is for the main ISO file and the rest are for the individual audio tracks. Just update the names of the files and follow the pattern if you have more MP3 files.
Saturn.cue
File bombman.iso BINARY
Track 01 MODE1/2048
INDEX 01 00:00:00
POSTGAP 00:02:00
File "Track2.mp3" MP3
Track 02 AUDIO
PREGAP 00:02:00
INDEX 01 00:00:00
File "Track3.mp3" MP3
Track 03 AUDIO
INDEX 01 00:00:00
File "Track4.mp3" MP3
Track 04 AUDIO
INDEX 01 00:00:00
File "Track5.mp3" MP3
Track 05 AUDIO
INDEX 01 00:00:00

The reason many progs will backup Saturn games is because the security code is just a printed strip on the edge of the disc.
Most burners can't do the security strip so the cdr chip overrides that. The swap trick also works to trick the saturn into thinking that strip is on the backup.
If you look around the web there's loads of tutorials on saturn backups, and I'm no expert on them, i just thought I'd contribute.

No current burners can reproduce the security ring.
If there were some, you would know about it.
Swap trick is pretty tricky unless you have a certain model of Saturn. It's not worth doing it on my machine -- I'll probably kill the poor thing before I get one to work :(

The swap trick isnt that hard if you have a model 1 saturn. The secret is to watch the flashing lights. I dont know about a model 2.
