I'm thinking of getting the pioneer a04/104 dvd-r burner but some were saying that windows 98/98se doesn't work that well with dvd burning. Here's an excerpt:
First things first, a bit of background info for you.

You need to have Windows XP or Windows 2000 for an operating system and format your hard drive to NTFS file system, because Windows 98 uses FAT32 file system but this has a restriction on file size and we will be using files larger than the capacity allowed, it is possible to workaround this with Windows 98 but for the work involved you are better investing in an operating system that uses NTFS file system.
Now is this true? Does anyone use other operating systems to burn dvd's,xbox,ps2? Thank's for the input

Yes it is true that FAT32 has a file size limit of 4gigs. In answer to your question: Do I really need Windows XP 4 DVD burning? No, as your own quote said win2k is also fine and you can get away with win98.

For XBox, PS2 and DVD5's you should be fine with win98 as when reading images they can be split to not breach the file size limit and DVD5's are a 1:1 copy and contain files with a max size of only .99Gigs.

Where the problem lies is doing DVD9's, also having never downloaded an XBox ISO I don't know, but I guess it could be possible that you may have to unpack an image greater than 4gigs which you could not do under 98.

Also this isn't really a matter for Consumer's opinion.

Another thing. You don't have to change your entire OS to Win2k to bypass the file size restriction on FAT32. All you have to do is partition part of your current drive and load Win2K on it. You'll then be able to boot between your current OS and Win2K. That's what I did and it works fine.
