My PC setup - AMD K6 2 500 - 400 MB Ram
10 gig HD Master, 6 gig HD Slave, on IDE Primary
52X CD Rom, 48X CDRW, on IDE Secondary

When i ran Nero cd drive speed tester
my 52X cd rom drive manages 24X tops

and using 40X compatible CDRs (datasafe)
my 48X cd writer manages 32X tops

any ideas ?

why is the cd rom not managing 52X ?
why is the writer not managing 40X write ?

The rated speeds are MAX, that speed is only reached at the outside of the disc, nero reports the average speed from start to finish. 32x is about right for the writer, 24 is a bit low for the reader - should be 32 +, however a lot of cheapo cdroms dont live up to thier rating. If you need to read faster get a better reader eg liteon dvd or plextor 40ts or another liteon writer
