i just formatted my hard disk and already im getting problems

1. Internet explorer keeps preforming illegal operations. It happened in IE 5 and i've upgraded to IE 6 and i still happens:

2.Mp3 and video stutter and slow down occationly
3.Disc juggler won't write any cds. It can simulate but won't burn stops on %4
This is on my other PC
4. Sound goes realy slow and can get stuck, repeat its self over and over or cause a blue screen error (using a creative sound blaster card) (got new drivers).
5. Pc games (red alert 2) stutter and dont load.

Both PC have hard windws 98 reinstalled recently and are running on win98. I'm running on a network and have had these problems since i got adsl running

Need some more info about your setup.
Modem type for one.

4 GIG AND A 30 GIG HARD DISKS
