There are no hard and fast rules m8. A lot of people make some right pigs ear covers. Others are so pro you think they were born to do it. In order to do a good one you need a fair bit of time and patience. If your going to do it sloppy then you need about 5 mins and no tallent whatsoever. Truth is if you were going to fall into the former catagory you would probably have a good understanding of your chosen application.
i decided I wanted a bash so I went into a bookshop and brought a book on Photoshop. It was the best £20 I ever spent. I had photoshop for years but only ever scraped the surface. After a good couple of days following little tutorials in the book I achieved some stunning results. This is not just for cover design but it had also brought my digital camera into a world of it's own. If you dont want to shell out for a book do a Google search for say Paintshop and Tutorial. You might not find one for making DVD covers but I guarantee youll find 1'0000's of pages of usefull material. Seek and ye shall find.
Whatever you do dont just cobble together some rough ol' crud, theres enough of that floating about allready.
