You can format cdrw's, but not cdr's (only written once, and that's it)
With cdrw's, you can use adaptec's direct cd to format them. Unless you're talking about erasing the cdrw, I believe every burning software comes with an erasing program, but only for cdrw's.

If you are creating an Audio CD, copying software or a game, burning files , making VCDs etc you do not need to format the CDR/W.
InCD and DirectCD are packet writting programmes that allow you to format CDR/W discs and then burn to them by draging & dropping files via Windows Explorer. You can use CDR discs for packet writting and you can even erase individual files although you don't get the space back. Deleting a Packet writting formatted CDR just means the TOC (Table of Contents) gets re-written with that file ommitted.
With CDRW you can delete individual files and do get the space back.

Packet writting is a pain, formatting the disc uses up a lot of space (about 100meg) and packet written discs tend to fail more often than 'normally burned to' discs.
