I notice that some of the min. req. for hardware set out by the manufacturers of games are getting quite high. For example Unreal Tournament 2002 it states on the box the the min. processor reqirement is P3 733 mhz. I only have a P3 600. Will the game still run on my computer?

depending on your memory and graphics card it wont make any difference

The minimum system requirements is just a guideline. Practically, the game will run in your computer but it also depends on other components. Like your memory and video card.

I mean, if your computer lags in older computer games, then it's unlikely newer games like UT2003 will work well with your setup.
