I was saving an image and I accidently clicked on "set as background". Now ever time I reboot my computer or start my computer I would see that image for a few secs. Is there any way I can delete the picture and not have it show up when I start my computer.

search for the name of the picture on your HD, i bet it's hidden away in some windows folder or documents and settings folders

I deleted the file which was in the internet temp folder. But when I reboot or start my computer I'll still see that image. Is there another way I can get rid of the pic?

Why don't you just choose a new background that you actually want and set it as the background?

alternatively, set desktop background to NONE, and set the colour to black.

thats what i do to get rid of that annoying flash of an old wallpaper.

or, as sugested by qwerty, choose another picture.

It's not the one in the temporary internet folder, windows has a special folder for images that are saved from IE as background images. I have tried searching, in vain! for this folder but can't find it, sorry!

Run Regedit and look at the following registry key. A copy of the wallpaper is stored in the location designated by this key. The folder is usually a hidden, system directory.

[HKEY_CURRENT_USER\Control Panel\Desktop]
"OriginalWallpaper"=""C:\\Documents and Settings\...."

..but like I mentioned, it's just as easy to set a new wallpaper. ;)
