Best is a very subjective thing... Also it depends what you want to use it for.

It is very unlikely that you will find something that does everything.

For a general all around Program use Easy Cd Creator 5, or wait untill 6 comes out. But if you want to make as close as possible duplicate copy use CloneCD.
