'Best' is a very subjective term when it comes to consoles.
PS2 is the most popular (by sales volume) with Xbox coming second.
You should research this yourself, buy a couple of PS2 and Xbox (dreamcast too if you want) magazines and check the games reviews. Also cruise your local Electronic games store to see what's available then choose the console that has the most games you like to play.
Moving to Consumer's Opinion forum.

Depends what games you are into. If you are into cobat strategy and sports then xbox will work just fine however if you would like a little more diversity the PS2 is where it is at. The gamecube in my opinion is a good secondary system but if you are trying to choose one of these three I would have to say to count the gamecube out. PS2 has the largest library and offers the most straight out of the box. 1. Backwards compatibility to play playstation 1 games without any adapter 2. Plays PS2 games 3. Plays DVDs (no $30 remote purchase required unlike the Xbox). The value of the system comes in the incredible games that are unique to the system. If you are into fantasy role players (no matter what xbox fans say about upcomming releases which generally also make it to the PS2) PS2 will be the way to go. The widest variety of genres is definitely on the PS2. You can have everything from kiddie games such as Rachet and Clank to adult games such as Grand Theft Auto: Vice City. Find what kind of games you like and then make your decision.
