Is it an original M$ Win2000 disc...? Try looking on Microsoft website for any info regarding the error message

problems with the cd, if dirty, clean it, if scratched, try a scratch remover
maybe cd rom lens is dirty, clean also...
maybe corrupted file.

I had a similar problem to this once, and found out it was due to some faulty ram that was causing this. I put another type in and it worked fine after. Strange as to why Ram could cause this from a Dos Environment.

OK, you could try a different approach to the install, make a Win2k directory or something on your hdd, boot with a dos boot disc and copy the WinNT directory and sub directories to the Win2k directory and try running the setup from the hdd to see if you get the same results you'll need to use the 'Xcopy' command to copy the WinNT and sub directories from the CD ROM.
