Ok--- the DOAX i got is the characters are talking in japanese but english subbed.

The panzer dragoon has some weird language but also english subbed.

are these how US release is like???

I think they're supposed to be like that, because Star Fox Adventures for GCN is like that, weird made up language w/ English Subs, although it's not throughout the whole game. It's also like PAL Version of Shenmue II...Japanese Language w/ English Subs.

The language in Panzer Dragoon is actually an intentional part of the game and was made up by the game developers. They called it "Panzerese" and it's a mix of English, German, Japanese, Latin and Greek.

in DOA, thats the language they speak. Just play DOA3 and you'll see they speak japanese with english subs there too.
