I have accidentaly deleted my normal user account and wish to recover all files that were in "my documents" folder. Is it possible to do this without the use of data recovery tools ?

It's possible, but you would have to know your way around a sector editor and examine the harddrive on a sector by sector basis and be able to understand what you're looking at on a technical level. If it was simple then they wouldn't have created data recovery tools....
