www.quietpc.com is a good place to check out, not the cheapest but they have some good stuff and customer service is very good.

I have a Zalman flower, and whilst it's not as quiet as I expected it's pretty good.

If your heatsink is adequate then simply buy a quieter fan, YS-Tech produce quiet fans, and papst also, but the later are expensive but quality fans. Make sure that it is your cpu fan thats causing the noise, as power supplies can be the culprits quitr often and obviously you can't test the system without them tunred on that easily.
