say i copy a dvd to hd then use a program to change it to region 1?

Using DVD Shrink to copy an original you have the option to select whatever region codes you want. Not sure if this is exactly what you are after m8.

When you rip it (e.g. in Dvd Decrypter) you can make it Region Free. I believe this is the default.

yes this is what i want, so which one is good or both? dvd decrypter and dvd shrink?

okay i put in a region 3 dvd and ran dvd decrypter it ask me to change region is this the region for the dvd that i want it to be after ripping or the burner? this program burns too or i need to use another program to burn it?

As already explained used dvd shrink.
Before it re encodes it asks what region you want your finished disc to be. You can chooses as many as you want from there.
