In Windows XP, do I need this service enabled if I don't use Windows XP's built in CD recording and use other software instead (such as Nero, BlindWrite, Roxio)? Or is this service required to be on manual or automatic for doing any kind of CD burning even with a 3rd party program?

I would suggest turning it to Manual.

If needed it will start, if not, it will not use any resources.
