Cap Lock light, and the light on the mouse stay on (not the one that makes it move)
Is this supose to happen? I wasn't sure, i didn't wanna like use up little pc battery power or anything?

It's normal. Many motherboards will do that. Some motherboards have a setting in BIOS that will allow you to power up the system with a certain key press or key combination. In order for that feature to work the keyboard\mouse has to maintain power.

my light stays on as well,but a warning to you all.
if u aint on ur pc then switch it off from the plug and also invest in a surge protector.
proberbly the best thing u can ever buy your pc.

For one thing, any system using an ATX power supply will always have power applied to certain circuits in the motherboard. Some have just taken things a little further by allowing you to power up the system using the keyboard versus the power switch on chassis. It's nothing to be so concerned about. Just get a surge protector.
If you're going to be so concerned about a couple of lights on your keyboard then you better also watch out for your VCR's, DVD players, Stereos, or any other device that always contains some constantly powered circuit. (How did you think they respond to the power button on a remote control if the power was completely disconnected?)
