Looking to burn a movie that I recently downloaded on to a dvd. I was wondering what format would render the best picture. I'm sorry if this turns out to be a stupid question, I'm kind of a newbie.

Well if you mean DVD as in the format that plays on standalone's then you really only have one option and that is MPEG2.

If you just mean burning a data disc, then just whatever format it is already in.
