Okay, I just got a broken v7 in and I've got some questions. At first is would not turn on at all. I took a look at the motherboard and found that the ps11 fuse was damaged and some wire, solder and desolder wick were stuck to it and the square componant below it (I don't know what any of the componants are called besides the fuses)

I removed the junk and ps11 and placed a bead of solder to bridge for ps11. Now when the reset button is pressed to turn the system on the disc drive does not spin, the blue eject light does come on and the drive tray does not eject.

Does anyone have a suggestion on where to go from here?

I forgot to mention that the system is not sending out a video signal. I've tried swapping the reset/eject assembly and the disc drive with no improvement.

Not exactly dead, it can be fixed, just not really worth it unless you have the skill and equipment to do it yourself...

Yes, I lifted the rubber spacer and I see now that the BA chip is scortched on one side.

What is the procedure on replacing it? I got decent soldering skills and I've seen a couple of websites that sell BA chips.

You can do it with decent soldering skills, but not very easily. It really takes special equipment to remove those chips. There's some discussion on it here: http://www.cdrom-guide.com/forums/showthread.php?s=&threadid=259003
