I set my internet connection as DEFAULT and set it to automatically dial up when I load internet explorer but when I restart my computer it resets the settings I have changed and I have to do the whole thing again.

Can someone give me a step by step guide on how to do it to make sure i am doing it right?

When you restart the computer is it still set to "always dial my default connection", or did it change? Did you use the New Connection wizard to set it up? If so, set it manually. Go to Control Panel, start the Internet Options tool. On the Connections tab, click Always dial my default connection.
Click OK.

It unselects the always dial my default connection after the computer is restarted.
