If they are going for that cheap rest assured they are not the best quality. They offered a similar deal on Khypermedia not too long ago and Khypermedia most definitely are not good quality. You will probably find either the Princo or CMC dye on the Starlogics. The dye is what matters and unfortunately with branded discs there is no way of telling which kind of dye they carry on them until you pop a blank one into your PC. If it is possible to check the underside of the discs (writing surface) before buying them, then check and see if they don't have a darker purple dye. This is by no means 100% gaurantee but it might be worth the risk if they do carry a darker purple dye as that is what Ritek, Taiyo Yuden and Apple all seem to use. I can almost gaurantee you though that they won't be for that kind of a pricetag. 20 cents a disc DOES NOT indicate a quality product.

I don't trust any store bought brands since they like to change out the dyes on thier discs. Ritek, Taiyo Yuden and Apple are the 3 dyes that I would trust. Generally speaking, Verbatim, TDK and Fujifilm carry these 3 but there are a few batches that are using cheap quality dyes. In almost every case they are more than unbranded Riteks anyway.
