Hi, yes it is possible. Depends on a few things though. What may I ask is your reason for changing it?

Ok good, why i ask is because when i burn a mpg (nstc) onto a dvd-r, it plays in a grey scale with no colour.

So im presuming like with the old playstation back-ups i got (nstc) they also played in black and white.

Is it the same princable with mpg ???

yes its possible

use cinema craft encoder through dvd2svcd bundle pack

only change that will happen from ntsc to pal is the colour will appear better than that of ntsc due to the difference in standard television sets

Is this MPG 23.976fps or 29.976fps?

Maybe time to consider a new TV that is PAL/NTSC auto switchable ..... much simpler ;)
