I keep getting runtime error messages mainly when I am surfing web, then a question asking if i want to de-bug?

Basically means that there is a code error with the page your viewing. For some reason, Microsoft decided that we would all want to know when a page has an error in it, when it really is a developer feature.

To turn it off, go to Tools > Internet Options > Advanced and look for 'Disable Script Debugging' (It's near the top, under the Browsing section)
