When you create a mail, go to Tools and click "Request Read Receipt".

Alternatively if you want to request a read receipt from every mail that is sent - go to tools menu - options - and under the receipts tab check the box for "request read receipts". This done in the main window not a message window.

EDIT: I agree with Inso, I find it REALLY annoying to get read receipts and invariably say "no" to them.

Most people hate read receipts and don't use them or reply to them.
