I have 2 Hard Drives in my old PC. I have a 9gb and a 120gb. On the 9gb I have Windows 98 and Windows XP installed to dual boot. The 120gb is merely installed as an extra drive (no Operating System on it).

I have recently aquired a new PC with no Hard Drive, I want to move my 120gb into my new PC.

My question is, can I isntall windowsXP on my 120gb without losing the data on it, or will I need to make a partition first and then install?

You can just install Windows, it simply create the necessary Windows folder and making it bootable (need to set the drive at Primary / Master and set the drive to Active under FDISK)
