I don't think you can.

CD-RW's can be used in several different ways - re-writable direct-cd, finalized or unfinalized cd-r, a proprietary (like WinXP's) re-writable format, etc... each requiring a slightly different format type. How can a manufacturer know what type to format to. And, if you're making an audio cd (which can be done as most newer players can read cd-rw's now) there needs to be no formatting in place - the burner creates the streaming pcm spiral as it writes it. If it already is formatted, the burner has to erase the formatting first, then write the audio cd.
