Depending on the version of WinRAR you're using it may change a bit, but usually a simple method to split archives is to use the Wizard.

Click the Wizard/Create a new archive/

Browse for the archive you want to compress.

Then, on the archiving option menu, you can choose whether to split the file in smaller bits. It gives you 5 common options.
