What firewall are you using??

Usually you would set your firewall to allow the port FTP uses (port 21 by default) and have the firewall forward all requests on port 21 (or watever) outside the firewall to your specific pc behind the firewall. Post some more info on your firewall, etc.

You probably have to give prmission beforee FTP can be established because by default your firewall should block any FTP connections.

You might want to contact your isp they can probably sort it out for you, coz if you try to bypass it they might not be to happy about it. Im not 100% on this but an ISP firewall should only filter out certain websites, I know they use them in countrys such as saudi arabia is it the FTP on your ISP's servers or from your own server/pc?
