Yep, Nero will to it. (in most cases, as long as the bin file is "normal". Go to File, burn image, and then you will get a dialog box. Answer the questions as stated below.
Here is the info from Nero`s helptool:
Is Nero capable of burning BIN Images?
Nero can burn images of type BIN, i.e. files with the file extension .bin if there is only one track in the binary file. With .bin files the sectors are stored including the RAW data.
In the current Nero version the parameters of the BIN files must also be entered. These are:
Type of Image: Data Mode 1 (assuming that it is a Mode 1 Image), otherwise Data Mode 2.
read raw data: yes (then the block size is automatically set to 2352 bytes)
File precursor and length of the image trailer: 0 Bytes (assuming that the image file only contains ISO data and not other special information has been entered)
no Scrambled (i.e. it is not an image which was especially created for old Philips CD Writer )and no Swapped (assuming that the files contains the Bytes in the correct order.

Nero supports CUE files, just open up the CUE file and burn.
