I asked for ROM sites or links on another post and was told this was not allowed. It alwayys used to be so why was it stopped? I didn't know that ROMs were ilegal. So why is it not allowed.

Owning ROM's is illegal, therefore asking for them or providing links to them is illegal.

You are legally allowed to backup games that you own. However if you don't have the means to put them on a cart, then you cannot use the ROM. This is because you are not using it on the hardware that it was designed for. If you did own the game, and you did have a flasher, you would not need the ROM because you could dump it yourself.
