I'm getting a delay of -103ms...
When using the ac3 corrector should I actually enter "-103"...or "103"...?

I went ahead and input "-103" the prog reported it was done...but it said that x amount had been cut.
I would think that if it is - to start with,it should if anything add...?

With a negative value the audio will be playing too late, so you must cut.

So I was right to input "-103"....?
