You will need a floppy boot image file. EZCD Creator creates this image file automatically, but WinOnCD doesn't.
If you go to Creating Boot Floppies (http://www.onecomputerguy.com/install/floppies.htm) you can download a generic Windows98 Boot Floppy Image (http://www.onecomputerguy.com/software/win98_boot.zip). Unzip the download and follow the instructions in the readme.txt file to create a boot floppy image.
From the WinOnCD 5 startup screen, go to New Project / Data / Bootable CD.
In Select Boot Properties, select Boot from Image File and browse to the A: drive where the boot floppy image is inserted. In the Advanced tab of the boot properties change Emulation to 1.44 MB floppy disk (leave the other defaults alone). Click OK and burn your bootable disk.:)
You can download both help tips and help file in English for WinOnCD 5 at Liru's Web Site (http://www.geocities.com/liru67/). The help file is from WinOnCD 3.7 PE, but is still very useful when used with v5.0.
