No offence, but you really should spent some time looking at some online tutorials, if you try searching Yahoo or google, you will find thousands of them.
Because almost all your questions are Photoshop related, you will have a better understanding of the product after you have been through a few.

taking a look at the sites:)

i had a look at that site , what u do is create a new layer with the lines or ur pattern on it , add a tint and set the layer tranparency of 50 % and have fun with it , flatten the image and save for the web if thats what u are trying to do .. and just make sure ur original pic (layer) is layer zero .
