It may b a program that opens in ur browser e.g. if u dont have a .PDF vewer installed ull get that stuff.

i opened a DAT file and a whole bunch of numbers came up and also that kind of writing

Try refreshing the page and see if it changes or reboot the computer and load the page again

To be serious, I think you have an encrypted file. The only way is to get the prog used and decrypted.
